Water-logging Improvement Engineering in 9 Sections of Central Area

WAccording to the request of Notice of Shanghai Municipal Government Office on Printing the Practical Issues Closely Relevant to People’s Daily Life to Be Accomplished by the Municipal Government 2016 (SMPG GO G [2016] No.1), the implementation of road water-logging improvement engineering is combined and synchronized with annual road reconstruction in specific districts and maintenance engineering. This drainage facility improvement engineering features the characteristics of effectively ease of the regional rainstorm logging, short construction duration, time efficiency, and well-received social response.

Underground drainage facilities in central area that were built a long time before with old pipelines cannot meet the current flood control and drainage demand. When heavy rain comes，the water-logging situations always make trouble to the surrounding residents and social vehicles. Under such circumstances, road water-logging improvement engineering should be implemented according to annual district road maintenance plan, to enhance the flood control capacity and solve the heavy rain logging problems.

The 9 sections include Shunchang Road and Sichuan Middle Road in Huangpu District; Beijing West Road and Xinzha Road in Jing’an District; Ganhe Road, Liyan Road and Shajing Road in Hongkou District; Yunling West Road and Yangliuqing Road in Putuo District; and Huanzhen North Road in Baoshan District.

Among the 12 practical projects (including 3 additional projects), 6 projects have been accomplished and another 6 projects have been under construction, up to finished drain pipes of 7635 meters, with the proportion of 92% in the total quantity.

Refitting for Secondary Water Supply Facilities in 20-million-square-meter Residential Buildings

According to Notice of Shanghai Municipal Government Office on Transmitting the Implementation Suggestions of 6 Departments Including Shanghai Municipal Water Authority About Carrying Forward the Refitting for Secondary Water Supply Facilities and Straightening out the Management System (SMPG GO G [2014] No.53)，to improve the supplied water quality for citizens, reconstruction for secondary water supply facilities should be carried forward in combination with the request of the Party's mass line education practice.

The low standards and aging of water supply facilities in residential buildings could easily lead to second pollution for tap water quality. In additiona, the supplied water system separations in certain areas caused unclear management responsibility and dealyed service. Supplied water facilities reconstruction is relevant to quality and pressure of drinking water, and imporant to people’s benefits with the high social concern. In central area, a large area of secondary water supply facilities in residential buildings are in need of refitting as well as smooth transition to water supply enterprises.

From the year of 2014, annual reconstruction plan for 20 million square meters should be arranged. By the year of 2020, refitting for secondary water supply facilities will be basically accomplished, and water supply enterprises management reaching watermeters will also be gradually realized. Through reconstruction and enhanced management, water quality for resident buildings and water freshly from waterworks could be kept in the same level.

With regard to the refitting for secondary water supply facilities in various districts of the city, 44.08 million square meters has passed through the consulation and 36.59 million square meters are under construction. Among such engineering, 25.61 million square meters have been finished ahead of schedule of practical projects with the completion rates of 128%.

According to the request of Notice of Shanghai Municipal Government Office on Printing the Practical Issues Closely Relevant to People’s Daily Life to Be Accomplished by the Municipal Government 2016 (SMPG GO G [2016] No.1), 150-kilometer river comprehensive regulation work shall be finished, by linking the watercourses, 2000-klometer small and medium sized river dredging should be fulfilled, for improving water quality and water environment of the watercourses.

In 2015, Action Plan for Water Pollution Preventing and Treatment issued by the State Council and Implementation Method on Action Plan for Water Pollution Preventing and Treatment in Shanghai issued by Shanghai municipal government put forward specific requests for the principles, targets and tasks of water protection and treatment. At the same time, as the social benefits and awareness of cherishing and protecting water was gradually improved, a great amount of citizens paid more attention to the river environment enhancement and have higher demand for the water environment.

Through the measures of sewage interception and treatment, water invigoration, water landscape construction and management improvement, 150-kilometer river comprehensive remediation was accomplished, with linkage of watercourses, and 2000-klometer small and medium sized rivers were dredged, which further improved the regional flood prevention ability and water quality of rivers in urban and rural areas, entirely bettered regional water environment, and realized the regional water environment target of clean water, green banks, smooth flow, beautiful landscapes and ecological environment.

The implementation process of 150-kilometer river regulation works: 20 projects, including flood prevention wall emergency construction in Xiaojipu of Yangpu District and river regulation for Badu River in Baoshan District, have been accomplished; 14 projects, including comprehensive river regulation work in Xuhang New Town and comprehensive river regulation works in Zhuque River, were under constructed, up to 149.7 kilometers of completed works.

The process of 2000-kilometer small and medium sized rivers dredging: 2036.88 kilometers have been completed.
